I don't think this is a Soviet-era composition, but a modern attempt to rehabilitate the dictator as a hero of Russian nationalism. There is nothing about Marx, Lenin, the Party, the working class or building socialism; it is all about Russia and Russians, with "Soviet" merely a synonym for "Russian". Stalin the atheist certainly never called himself the Scourge of God.
Stalin wasn't even Russian; he spoke with a Georgian accent all his life.
