I don't think this is a Soviet-era composition, but a modern attempt to rehabilitate the dictator as a hero of Russian nationalism. There is nothing about Marx, Lenin, the Party, the working class or building socialism; it is all about Russia and Russians, with "Soviet" merely a synonym for "Russian". Stalin the atheist certainly never called himself the Scourge of God.
Stalin wasn't even Russian; he spoke with a Georgian accent all his life.
Stalin is a name of storming
Briefly calling "forward!"
Stalin is the rhythm of Dneprostroi;
Stalin is the flight of Chkalov;
Stalin is in the tempo of the first Five Year Plans,
In the slogans "Catch up!" and "Surpass!"
Stalin! Main leader of the Country of Soviets,
Scourge of God and God be thanked;
Stalin is flaming stars above the Kremlin's grey walls;
Stalin is in the sound of collective farm tractors;

Together with him Soviet heroes
Shielded their motherland themselves.

In a terrible hour uniting the people,
The will of Mother Russia,
The smasher of foreign rabble;
